New committee elected 2026

Labour Walks and Cycles has an ambitious new committee dedicated to promote active travel within the Labour Party, supporting councillors delivering local active travel schemes and lobbying the government to give a greater priority to walking, wheeling and scooting:

Chair: Cllr Richard Leeming:

Chair: Richard Leeming

Richard’s been cycling in London for more than 50 years and has been a member of Labour Walks and Cycles since being elected as a councillor for Dulwich Village in Southwark in 2018.

His ward now has one of the highest rates of children walking, wheeling or scooting to school in Southwark as a result of a highly successful scheme to close one of the main road junctions in the ward and put timed closures on several other roads. A beautiful public space has been created outside a primary school where there used to be a congested and polluted junction.

Richard was re-elected in 2022 and 2026 proving that active travel schemes are a vote winner. He believes active travel is wholly aligned with Labour Values and is crucial to help the party tackle climate change, improve public health and deliver social justice in our built infrastructure.

Vice-Chair: Charlie Hicks

Charlie is a transport and urban policy researcher, currently working at the London School of Economics.

He was a Labour councillor from 2021-2025 and Deputy Leader of the Labour Group at Oxfordshire County Council, where he championed several sustainable transport policies and projects.

Secretary (joint): Catherine Kenyon

Catherine has supported Labour Walks and Cycles with party conference events over the last three years.

She works as Head of Programmes for a UK based environmental charity focused on tackling air pollution – championing active travel across the country.

She is Vice-Chair of London Living Streets and has recently completed a part time master’s in Sustainability Leadership from the University of Cambridge. She lives with her young family in Hackney, north London

Secretary (joint): Clare Neely

Clare joined the Labour Party to support Christian Wolmar’s mayoral candidature as he was the only candidate against roadbuilding in general and the Silvertown tunnel in London in particular.

She has a civil engineering degree and is a chartered building surveyor, which means she knows about highway design and has a working knowledge of land planning.

She also set up, and chaired the London Cycling Campaign’s Land and Transport Planning & Highway Engineering committee for 20 years, until finally there was enough money to pay people to do the work.

Treasurer: Julian Bell

Julian Bell is Treasurer of Labour Walks and Cycles, bringing over 30 years’ experience in local, regional and national government, including as Leader of Ealing Council, Board Member of Transport for London, and Chair of London Councils’ Transport & Environment Committee.

He currently runs a consulting business advising on public transport and active travel.

Richard Lufkin

Richard is a longstanding campaigner for active travel.

He has been a member of London Cycling Campaign in Hackney for 20 years and was a local councillor in the borough for 12 years  involved in many of the borough’s walking and cycling schemes.

He has a Masters Degree in Transport Planning from Cardiff University.
